ITT: An examination of the value of the Access to Research service in public libraries

This tender is being managed by the Publishers Licensing Society (PLS) and the Society of Chief Librarians with support from Arts Council England.

PLS provides collective licensing and rights management services to the UK publishing industry. It is a not-for-profit company owned and controlled by the three trade associations representing publishers’ interests:

• the Association of Learned and Professional Society Publishers (ALPSP);

• the Professional Publishers Association (PPA);

• the Publishers Association (PA).

The Society of Chief Librarians (SCL) leads and manages public libraries in England, Wales and Northern Ireland. SCL is made up of the head of service of every library authority, and advocates for continuous improvement of the public library service on behalf of local people.
